Crime dropping, why not staff?

Among the many headlines this week was that for the fourth year in a row crime in California is now down almost 20 percent since 2007. That’s a big drop! So why do municipalities continue to have so many law enforcement staff on their payrolls? Even in Roseville the police chief is touting that traffic tickets are down 80 percent and accidents are down 8 percent. So what are all the cops doing if they are not writing tickets? Now I know you can’t compare a business to law enforcement but if you could one would certainly be wondering why so many law enforcement staff are needed when crime is dropping as much as it has.
