Downtown art could rotate

The answer to public sculpture is variety. People need and want to see public art change periodically, especially in a public square. The city need not buy but borrow or lease art. Any artist would be honored and benefit from the public ceremony and exposure. The city could even establish a yearly contest that could become an important event.
