Give homes to US orphans

I’ve been reading stories about Haitian adoptions recently in the Journal. I commend families willing to open their homes to needy children. However, I do wonder why people are looking outside the U.S. to adopt when there are 500,000 kids in the U.S. foster system that cost taxpayers $22 billion a year.
