Placer County Fair move study could look at Sheridan, other locations

Roseville fair association looking at new agreement that includes feasibility of county-owned fairgrounds, other potential properties
AUBURN CA - Sheridan is still being considered as a potential location for the Placer County Fair if a decision is made to move it from Roseville. But Placer County is also planning a feasibility study on the current fairgrounds location that would provide information on other possible locations in the county. Under a proposal that the Board of Supervisors is due to hear Tuesday (July 10), the county Facility Services Department will be tasked with overseeing an assessment and feasibility study that would look at ?any number of locations for the fairgrounds.? The study would include stakeholder input, a fiscal and economic analysis, and a site investigation. In May, supervisors requested more information on the possibility of a fair move and Sheridan was identified as a site to be given consideration if a decision is made to move the fair. Facility Services Deputy Director Mary Dietrich said that a feasibility study of the Sheridan area as a county fair site would include an examination of possible land-use designations supporting a relocation that could be included in the Sheridan general-plan update. The county has owned the Roseville fairgrounds ? 61 acres on All America City Boulevard ? since the late 1930s. The Placer County Fair Association has operated and managed the fairgrounds and its facilities for more than 74 years. The fair contract, which is up for renewal Tuesday through the end of 2013, also includes managing operations of the All American Speedway. With concerns from nearby residents and the Placer County grand jury over the speedway regarding increased noise levels, the Board of Supervisors is also being asked by Facility Services to approve a contract with Raney Planning and Management of Sacramento to move forward on the second phase of an environmental impact report. Cost of the contract for the second phase of the study is $84,480. ?The (grand jury) reports noted the fair association?s failure to secure appropriate permits and approval for construction (of safety modifications to the track in 2006) and recommended, among other items, that remedies be implemented to address the environmental conditions resulting from racing and track reconfiguration,? Dietrich stated. In a report to supervisors, Dietrich said that since the improvements were completed, residents in surrounding neighborhoods have complained of increased noise levels. Supervisors are scheduled to take up the Placer County Fair recommendations at 10:45 a.m. Tuesday at the County Administrative Center, 175 Fulweiler Ave., Auburn. While no alternative locations other than Sheridan have been identified, Supervisor Robert Weygandt said at a recent meeting of the board that part of the county-owned Sunset Industrial Area between Lincoln and Roseville had been reserved for possible relocation of the fair during similar discussions in the mid-1990s.
