Post office stole her stamp

Has this happened to you? I had a $1 uncancelled stamp on an envelope I couldn’t use, so I carefully cut it out and glued it to a larger one. My son took it to the Auburn post office and the clerk refused to accept it because you can’t paste a stamp, so he had to shell out another dollar. The amount of money doesn’t matter, it is the principle involved here. Amendment IV of the U.S. Constitution says in part that a person shall be secure against unreasonable seizure of their effects. The seizure of my property without compensation is just plain stealing. I have never seen a notice in any P.O. that the government has the right to do this. If there is a law it needs to be changed.
