Roseville pair arrested for pimping teen

A Roseville woman who allegedly held a teenager against her will for prostitution was arrested Thursday. Her roommate, a known pimp, was also arrested for lewd acts with the minor, according to police information released Tuesday. Syla Debra Thongsy, 21, allegedly took a 15-year-old from Sacramento and kept her at her home against her will for almost two weeks, according to Roseville Police Department spokeswoman Dee Dee Gunther. Thongsy is suspected of prostituting the teenager in Sacramento, according to Gunther. “The girl managed to get away and return to her family in Sacramento and told them what happened,” Gunther said. “The family called Roseville Police Department.” Roseville Police arrested Thongsy and her roommate, 45-year-old Stephen Eugene Putnam. Thongsy was arrested on suspicion of pimping a minor, false imprisonment and contributing to the delinquency of a minor. She is being held in the Placer County Jail on $150,000 bail. Putnam was arrested on suspicion of lewd and lascivious acts with a minor and probation violation. Putnam was arrested in early 2009 after he set up a sexual rendezvous for an undercover officer at his Roseville home in early 2008.
