Sheriffs: Spread work around

I am having trouble comprehending the story on page one of the Journal Tuesday, June 30. The quote, “The deputies are paid overtime to patrol the waters on their days off, Friday through Monday during the summer.” What’s up with that picture? Why pay either time and one-half or double time for two deputies at the same rate it would cost for three or four deputies at straight-time pay? We hear all the crying of lay-offs and less protection to the public and then pay overtime. Is there any way that before overtime is paid over such a period (such as all summer) they should call in one or two laid-off employees? It would take someone off the unemployment rolls.
