Supes postpone hearing Penryn Orchard appeal

New hearing date set for Oct. 11 in Auburn

AUBURN CA - Appeals on the 150-unit Orchard at Penryn project are now scheduled to be heard by the Placer County Board of Supervisors on Oct. 11. Supervisors were slated to hear appeals from the town of Loomis and the Stop Penryn Apartments Now group at Tuesday’s board meeting. But Michael Johnson, Community Development Resource Agency director, said that the appellants and developer Penryn Development, a limited liability company based in San Diego, agreed to the delay because of the scheduled absence of Lincoln-area supervisor Robert Weygandt from the meeting. Supervisors Jennifer Montgomery, Jim Holmes, Jack Duran and Kirk Uhler voted in favor of the Oct. 11 hearing. All five supervisors are slated to be in attendance to hear the delayed appeal of a June 26 decision by the Placer County Planning Commission approving a tentative subdivision map and conditional use permit for the Orchard. Plans are for a 150-unit residential complex on a vacant, 15-acre parcel on Penryn Road, west of Interstate 80. Marcus Lo Duca, a Roseville land-use attorney representing Penryn Development, said the Oct. 11 date was fine with the San Diego developer. Penryn Development would have had “serious reservations” about delaying it to the next possible board meeting in Auburn on Nov. 6 or holding it later in October at a Lake Tahoe-area location, he said. “We’re amenable to 2½ weeks delay but would not like to see this (delayed) again,” Lo Duca said. Representatives of the town of Loomis and Stop Penryn Apartments also expressed agreement with the Oct. 11 hearing. The hearing – to be a special meeting of the Board of Supervisors on a Thursday – is to start at 10:30 a.m. in the Board of Supervisors Chambers, 175 Fulweiler Ave., Auburn. Bobby Uppal, of Stop Penryn Apartments, said after the meeting that it is important for all supervisors to be present for the appeal. “If all board members are present, there will be no second guessing,” Uppal said. Lo Duca has said the developer has done all it can to answer county and resident concerns but in the end, the entitlements have been in place for several years to develop the property. Uppal, no relation to congressional candidate Jack Uppal, said Stop Penryn Apartments Now is objecting to what it considers an incorrect interpretation of the community plan and a project that isn’t in sync with the rural nature of the area. Loomis Town Councilman Gary Liss said traffic issues, the size and scale of the project and differences with the community plan call for a scaled-back project on the site.
