DA declines to prosecute official’s case

The District Attorney’s Office has declined to prosecute a domestic violence case against an Auburn public official.

On Monday, Karin Bjork, supervising district attorney, said after looking at all the evidence available, including any possible defenses that a jury might consider, the office did not believe it could prove the case beyond a reasonable doubt.

In July, Lowell Martin Jarvis, a Placer County Water Agency board member, was arrested on a charge of willful infliction of corporal injury to a spouse, former spouse or cohabitant.

Jarvis was elected to the board in November 1996 and represents District 3, which includes Auburn, Loomis, part of Rocklin, Penryn, Newcastle and Ophir.

The water agency services Placer County’s approximately 350,000 residents and covers the entire geographical area of the county. For 2009, the agency reported a $82,441,348 budget.
