Most people living in Loomis love the rural lifestyle. No need to remind us why we live here. The vast majority of us are neither “pro-growth” nor “no-growth”. We are people who understand that growth should be at a measured pace and must include public input and open communication.

I will share my views regarding the points that Mr. Shearer cites in his letter of October 8, 2008.

First, the Building Industry Association supported efforts of Mr. Williams to distribute information regarding his candidate choices in the election of 2006. As reported in the past and validated by the FPPC, no candidate had prior knowledge or was a participant in Mr. Williams’s efforts.

Second, the only gated community in Loomis is St. Francis Woods and it was approved before the 2004 election. It also included a sound wall. Sound walls are sometimes required and one such sound wall lies along I-80 to protect the small development at the end of South Walnut Street.

Third point, the Town had formulated a Parks and Recreation Master Plan in 1998 and it was deemed inadequate by the first Open Space Committee in January 2004. The OSC#1 charter was to “identify natural features and open space in the Town and make recommendations to the Town Planning Commission”. OSC #2, formed in 2005, completed a report in December of 2006. Included in the reports were demands that the Council implement the recommendations in a speedy time frame. It was later found that the amount of money required in the recommendations made their implementation impossible. Roads are falling apart does it really make sense to buy open space that is taken off the tax base and must be supported by your taxes.

Finally, because the Council wanted to be certain that Parks and Open Space was moving in the right direction, it appointed a Commission to follow through with a Parks and Open Space Plan. Each Council member appointed a member to represent the Council and the Community. There was never an attempt to dismantle the town’s Parks and Open Space Commission.

It is agreed that Mr. Liss is passionate about open space and being green. It is my belief, however, that he is rigidly unwilling to consider the effects of his passion within the scope of the many other issues facing the Town of Loomis.

In my view, Mr. Millward and Ms. Morillas offer a much wider perspective regarding the current and future needs of the community.

I will speak to what I've always heard and believed to be Loomis' cumulative voice. For decades it has been, "Slow growth." A term usually used to point out the stark contrast with our tar and cement, sprawl-it-all neighbor, Rocklin. My personal feelings notwithstanding...if someone wants to build on their property and it is ZONED accordingly, they should have the right. Or at least until the last drop of water arrives and we have to use "Handiwipes" to bathe with. It's when a new "development" team slips under the radar and wants to let the Rocklin mentality cross the border that I become very alarmed. The writer questions Mr. Liss' considerations on "other issues" facing Loomis. Yet he doesn't get specific. Between '80 and '85, Rocklin saw "green" (as in money) and brought in the heavy machinery. They dropped the ball and created a horrible legacy. For 140 years Loomis has held the bulldozers at bay. Right now, Millward and Morillas represent the developer's metaphorical foot in the door. Don't let '08 be described by history books as the year that Loomis "dropped the ball". Because there'll be no going back.

Don't Lincolnize Loomis.

Pino has kept the bulldozers at bay for 140 years! Loomis hasn't even been a city for 25. Between 1980 and 1985 there was little building in Rocklin or anywhere else in this area. Don't let facts get in your way!

Your FPPC forms tell a completely different story, Mr. Kelley. They say that your 'candidate controlled committee' got $15200 from the North State Building Association. Your name is right there, next to Springtime in Loomis. The memo from the FPPC investigator found that Springtime did violate the Act, and recommended a full investigation. It's all in black and white, and no longer a secret. You should be ashamed.
