Keep blame where it belongs

Frances Hare’s Journal letter of Aug. 22 would have us all believe that the I-80 rock-throwing incident is the fault of Caltrans because there is no “protective fencing to prevent such activities.” Frances then faults the community because we don’t have “anything to occupy children to deter them from boredom.” We are all sad about what happened to innocent people traveling on I-80 but let’s keep the fault where it belongs, with the boys who chose to throw rocks.
