Sure, there are panhandlers who buy alcohol, drugs and cigarettes, but not all of them. These people are victims of circumstance.
They are not all losers. Maybe, if they were offered counseling and rehabilitation in a positive setting (care facility), besides the street, there would be less of a problem for this society.
But, they have nowhere to go and maybe if we would invest in their recovery, we wouldn’t have to spend so much on jails and law enforcement.
If you want a good community, you invest in the people, regardless of the costs, because you may be the one who needs help!
